491 & 191 –Skilled Regional Migration Pathway

Overview

Australia’s Skilled Regional Migration Pathway provides a two-stage route to permanent residency for qualified professionals who commit to living and working in designated regional areas. This pathway begins with the Skilled Work Regional (Provisional) visa (subclass 491) and leads to the Permanent Residence (Skilled Regional) visa (subclass 191).

Stage 1: Subclass 491 – Skilled Work Regional (Provisional) Visa

The subclass 491 visa is a five-year provisional visa for skilled individuals nominated by a state or territory government or sponsored by an eligible family member living in a designated regional area. It enables the visa holder to live, work, and study in regional Australia with a clear transition pathway to permanent residency.

Eligibility is based on a combination of factors such as qualifications, English proficiency, and relevant work experience. Applicants must obtain a nomination from a state or territory government.

Basic Eligibility:

  • Under 45 years of age
  • Relevant qualifications and/or skilled work experience
  • Nominated occupation listed on the 491 skilled occupation list
  • English language ability equivalent to IELTS 6.0 in each band or PTE 50
  • Meet the nomination requirements of the selected state or territory
  • Achieve a minimum of 65 points on the points test

Skilled Migration Application Process

  1. Check your eligibility and calculate your points
  2. Complete a skills assessment for your nominated occupation
  3. Submit an Expression of Interest (EOI) in SkillSelect
  4. Apply for state or territory nomination
  5. Receive an invitation to apply
  6. Lodge your visa application
  7. Undertake health examinations and provide police clearances
  8. Wait for visa decision

Step 2: Subclass 191 – Permanent Residence (Skilled Regional) Visa

After holding a 491 visa, eligible applicants may apply for the subclass 191 visa to obtain permanent residency. To qualify, applicants must demonstrate that they have lived, worked, or studied in a designated regional area continuously during this period, and meet the minimum taxable income requirement for at least three financial years.

Importantly, employment under the 491 visa does not need to be related to the original nominated occupation, and it can include self-employment, part-time roles, or multiple jobs combined.
